BOARD MEETING
MINUTES NOVEMBER 9, 2010

INTRODUCTION & WELCOMING COMMENTS –
Pat Crawley called the meeting to order at 10:30 am and welcomed
everyone.
MINUTES – The minutes from 8-31-10 were reviewed by the Board.
Jack Thorley made the motion to accept the minutes and Patrick Quinn
seconded. The motion was unanimously approved.
FINANCIAL REPORT – We continue the 2-day shift for all
SFRC&D employees with benefits and we are still waiting for the Waterways
Board to allow us to start working on the project. There was a discussion
about the FY 2011 budget. A motion by Patrick Quinn was made to approve
the budget and Cooper McMillan seconded. It was unanimously approved. Another
motion was made to approve the regular financial statements by Cooper McMillan
and seconded by Morgan Levy. Once again it was unanimously approved.
COORDINATOR’S REPORT – Greg announced that assessment will be conducted
every six months on all RC&D’s for the purpose of finding the meritorious
RC&D councils. All other ones are going to be deauthorized. He also
mentioned that Congress has decided to reinstate funds to the RC&D
programs. Pat Crawley added that the National RC&D wants every council
member to look for projects in their communities.
PROJECTS
LAKE EMERALD – We sent a final invoice billing them for four hours
of labor. They probably will not do anything about the pool. There is a
new property manager and we’ll probably get phone calls from time to time.
We are on good terms with the association.
WATERWAYS – The bid documents are ready but there was no quorum during
last month’s board meeting. Their lawyer advised them about starting the
project but Wes believes we’ll start sometime in 2011. This project is
expected to generate $168,000 for the Council. In the meantime he periodically
reviews documents involved with a lawsuit by Waterways HOA vs. the previous
engineering and construction firm that performed the lakeshore restoration.
KEY LARGO DREDGING – Buttonwood Bay is in the process of getting
the survey and the sediment sampling. Wes has been in communication with
the property manager.
NEW BUSINESS
INDIGO LAKES – This is a very promising project and it is located
between five lakes with erosion problems that are situated between homes
and commercial property. Permits may not be needed and all they want is
for the lakes to be brought back to their original state.
TARGET STORE – This is a shoreline erosion project located in Royal
Palm Beach at the corner of 441 and Okeechobee Road. The property is fairly
new and Wes will be giving them a proposal for design and construction
management.
BILOXI –The Southeastern Association yearly conference was held at
Biloxi-Mississippi and our council was well represented. There was a lot
of information about the Farmers Market Project.
AFFORDABLE HOUSING PROJECT –There was a discussion about affordable
housing and there is more information at http://www.affordablehousingofamerica.com./
